That would seem to be what fans want, according to this poll at WWE.com:

Owens and Zayn were fired from SmackDown Live, then failed to win their jobs back at WrestleMania 34. They wrestled each other for a spot on Monday Night Raw the next evening but went to a double count out and again failed to win employment. Perhaps, then, NXT is all that’s left.
They both did great things there when they initially went through NXT. Why not a second run?
We’ll undoubtedly know more about the plan for the two this Monday when the Superstar Shakeup begins.
