Neville’s had success in Japan before - primarily as PAC in Dragon Gate, but he had a run in New Japan’s 2012 Best of the Super Juniors tourney before signing with WWE - so he’s got a reputation there which predates NXT, Raw and 205 Live. Plus, the NJPW/Ring of Honor route seems to be the career path of choice for top indie workers these days, especially with Evolve working so closely with Triple H and Impact being... Impact.
