Dave Meltzer broke the news in his Sunday update:

--ROH champion Tyler Black has agreed to a developmental deal with WWE.  We don't have official word, but it's expected he would drop the title within the next five weeks since he starts in FCW in September.

Black being signed by WWE while being ROH's World champion, continues the trend of ROH losing most of the best wrestlers in the company in recent years to WWE and TNA, and won't help their current perception of being "just an indy with a show on an obscure HD network".  The favourite to win the belt from Black would be Davey Richards, who was rumored to be promised a ROH World title run in return for screwing over Gabe Sapolsky by leaving Dragon Gate USA and Evolve in favor of making ROH his top priority earlier this year.
