Drew McIntyre update - he's working house shows like nothing's up whatsoever

In an update on Bix's story about something mysterious is happening with Drew McIntyre, Dave Meltzer reported yesterday in his Sunday news update that he's working house shows like the Smackdown firing angle never happened: 

Drew McIntyre is clearly not suspended since he worked the WWE tour of Mexico.  Interestingly, he was defending the IC championship on the tour even though he had been stripped of the title on Tuesday.  ...Smackdown talent had no clue what was going on with McIntyre other than it's some sort of an angle.

Personally I wouldn't be quite so certain that Drew McIntyre is not under suspension, given the strange secrecy surrounding the impromptu angle.  It's perfectly possible that WWE has quietly changed how they handle drug test failures, to spare Linda McMahon's blushes on the campaign trail.  He could be working for the company without pay while being officially suspended, so that they can cover up a failed drug test.

If it was just "some sort of an angle" and there was nothing more to it, wouldn't they have prepared in advance a logical storyline explanation for him to still work the tour?  Something still doesn't add up here.
