Word was the decision for Charlotte to go over Sasha Banks at SummerSlam came about late, likely as a result of the Boss needing an as-yet-undetermined amout of time off to deal with some injuries.
Turned out she didn’t need that much rest, and she won the Women’s title back on Raw.
So why the move to put the strap back on the Queen at Hell in a Cell on Oct. 30?
That’s unclear, but according to Dave Meltzer on the latest Wrestling Observer Radio (subscription required but recommended), it was a similarly late call from Vince McMahon. As part of a blistering review of the match, Meltzer noted the original plan had been for Banks to retain in front of her fellow Bostonians at the end of a history-making night for the women... until Vince changed his mind.
Meltzer didn’t know why the Chairman decided to go back to the Nature Girl, but did note the move does mean Raw will move to a Charlotte vs. Bayley title feud sooner rather than later.

Vince screwed it up even worse because the original finish was Sasha Banks going over. Why that was changed... I mean, there is a reason. I don't know the reason other than the decision was made to go with Charlotte and Bayley sooner than later, like sooner than it was originally going to be. Why? I don't know.
