He can't sign with Strikeforce right now.

Maybe next year.

Nothing until the Lesnar book is released and the promotion for the book is done. Total conflict of interest working for Strikeforce until that is over.

Dave Meltzer clarifies why Paul Heyman hasn't signed with Strikeforce yet on his subscriber only message board. I'm sceptical whether Heyman will ever sign with Strikeforce and commit to working for them full time. Doing so would mean he would have to forego working on any other projects with his best friend and UFC's top star Brock Lesnar. He's also been very open about how he isn't looking to take UFC head on, as Dana White and the Fertittas have their shit together. And as TNA found out, Heyman values his independence very highly. I think Heyman wants to walk the tightrope of maintaining good relations with both groups, so he can continue to pick and choose doing outside projects involving both UFC and Strikeforce talent.
